(1) Introduction:
Jingzhou Central China Agricultural Hi-Tech Industry Development Park (hereinafter
referred as CCAHT) was founded on July 19, 2016, under the approval of the provincial
government. It is the combination of former Central China Agricultural Hi-Tech
Industry Development Zone and Jingzhou South City Economic and Technological
Development Zone. The park has a total area of 131.1 km2, with a central sector of 22.1 km2.
The park is generally divided into two parks with former Jingzhou South City
Economic and Technological Development Zone renamed as South City Hi-Tech Park,
and former Central China Agricultural Hi-Tech Industry Development Zone renamed
as Taihu Hi-Tech Park.
(2) Spatial distribution: The park is planned with the layout of “one belt, two
wings and three axes-based multi-clusters”. One belt refers to the Jianghan
Canal Ecological and Cultural Tourism Towns Belt. Two wings refer to the South
City Administrative Area on the east and Taihu Administrative Area on the west.
The three axes refer to the North City Fast Track, Taihu Canal, and Nonggao
Avenue and its eastern extension. The multi-clusters refer to the clusters
along the three axes, i.e. wood and dyeing integrated cluster, high-end
equipment manufacturing cluster, and textile industry cluster in the South City
Hi-Tech Park. The clusters in the Taihu Hi-Tech Park include food fine
processing, modern agricultural production model base cluster, and agricultural
biological technology industry cluster.
(3) Development goal: Strive to upgrade it to a national agricultural hi-tech
zone, and finish building the “five bases and four centers”, namely the
Agricultural Technological Innovation and Integrated Demonstration Base, Seeds
R&D and Production Base, High-end Equipment Manufacturing Base, Modern
Agricultural Demonstration Base, Central China Snack & Health Food
Processing Base, and the Central China Agricultural Products Trading Center,
Central China Agricultural Big Data Center, Central China Agricultural
Technological Achievement Transformation Service Center, and the National
Agricultural Davos Forum Exhibition Center. The park aims to achieve a total
social production value of more than RMB 100 billion, including regional
production value of RMB 38 billion, fixed asset investment of RMB 35 billion
and paid investment promotion capital of RMB 28 billion, in 2020. It also aims
to cultivate more than 40 hi-tech enterprises, over 15 listed companies, no
less than 60 agriculture related academician and experts stations, research and
development centers at or above province level, and labs at or above province
level, 3,000 technological achievements and patent applications, and 200
technologies promotion and new products application.
